136 Bid Retractions in 6 mos?!

How?! I thought this was an exception, not expectation. I don't have 1 in my eBay lifetime.

You need to consign more often to Rick.

I do not know what to think about these crazy bid histories any more. This is one the OP is referring to.

30-Day Summary
Total bids: 5485
Items bid on: 4715
Bid activity (%) with this seller: 61% Help
Bid retractions: 19
Bid retractions (6 months): 136

Yes looks pretty shady to me. But then not long ago Greg Morris was accused of shilling with this account and he said it was just a weird bidder. His bidder has 48 more retractions in the same time and 34% higher bid history. I do not know what to think any more.

30-Day Summary
Total bids: 3727
Items bid on: 719
Bid activity (%) with this seller: 95% Help
Bid retractions: 25
Bid retractions (6 months): 184

The difference between Greg and Probstein is that Greg actually blocked the bidder to protect himself.

Bid retractions

At what point does eBay restrict or boot these people? Isn't this against their stated "policy"? Why should Greg have to protect himself from this crap, shouldn't eBay do that? Or does this fall into another one of those "they spend a lot of money here, so let's look the other way" things?

My guess would be that they make eBay a ton of cash so they look the other way. As for Greg protecting himself from this crap it was a good thing a fellow member brought it to his attention so he could block that buyer.

And my point wasn't about what Greg needed to do - obviously the right thing in this instance. More from the standpoint of what does eBay do to restrict or suspend bidders who abuse their stated policies.

eBay really does nothing even when made aware of shill bidding. There is a seller from Japan that shills every one of their auctions like mad. Last time I posted a link to the shill account it had over 5000 retractions. I know for a fact eBay has been contacted about that seller several times and to this day has done nothing.
