Never have seen this before, only 6 inches of snow out there!

Basically, this means that something's in front of your mailbox (car, tree, etc.), and your carrier was unable to deliver to your mailbox
OR
Do you live in a gated community? They had to deliver to a community with a broken call box. With no way in, They had to scan the package as receptacle blocked

I saw that some when I was a carrier, guys would swip in a code like that or others because they to lazy to get their route done for the day or some how forgot your package when the delivered to you address that day. They bring it back the next day. It keeps the boss off their ass.

"Out for Delivery" is a system generated scan as is "Sorting Complete"

I know no trucks went out in lower Manhattan and probably the rest of Manhattan because of the weather conditions. A driver in my station tried to go out and he was sliding and couldn't see in front of him so he came back.

Carriers went out with shoulder bags and took out whatever letters they could carry and the parcels were scanned " Receptacle Blocked" and another Weather related scan.
