US Coins Being Overstruck Into Tokens

I purchased this coin when it was first available, a 1963 D Kennedy Half Dollar,
an overstrike on a 1964 Kennedy Half dollar, from an engraver who uses a surplus Denver Mint coin press |
Kennedy half dollars weren't issued until 1964. Could you explain again how this is dated 1963.
