I do it all the time. I make a fair offer and it doesn't cost me anything to do it. The worst that can happen is that they say no.
I recently bought an item for 60% below the buy it now price. And I was able to do it because I was willing to ask. Would I have won it in a bid scenario? Maybe. But now I don't have to wonder.
