That is absolutely false. The NFL sent out a memo prior to the 2006 season reminding teams that this was illegal. The Patriots were caught taping in 2006 after the memo, but Goodell ignored the complaints. It was only when the Jets caught the Patriots cheating that the league punished the Patriots and Goodell covered up their 7 year history of cheating.
