The card should have been shipped to the 3rd party authenticator at PSA since it was a graded card and sold for over $250.

Why did you think it would be delivered today?

Ebay should be able to help you through their contact information but the bottom line is if you got your money back they probably will do nothing.

The seller can cancel and refund any item but they have to give some reason for doing so.

Being out of stock is the usual one used but with a consigned card that would be doubtful.

Maybe consignor just told them he did not want to sell at the final price.
