Art M.Pretty sure the team is Pittsburgh. Uniforms match many of the Pittsburgh players (Barkley, Bishop, etc.).
A recent Old Judge auction for an N172 Barkley, Pittsburgh even had the same background images as this card:

It looks a little like Bishop, Pittsburgh except the ball in the Bishop cards is white.
