hankronI'm not an expert on the Picture Packs, and different issues may have been used differently. However, I know that most were sold to the public and some were given to the press. If you see an old-time sports writers collection or the archives of an old newspaper, you will often find these types of photos in with their wire photos and such.
So if someone claims his dad bought a pack at the stadium, he's probably right. If someone says the baseball team gave the photos to his dad because he was a sports writer, he's probably right.
