That they will only raise the grade, and not lower it, tells a tale. If they said the grade could be lowered, fewer people would resubmit. As even PSA loyalists say there are weak and strong 7s, 8s, 5s, etc, an objective grading system would allow for a resubmitted card to be raised or lowered 1/2 point.
