I don't see either set as real investments. Your PSA 5 Ruth Scoop is not all that hard to find and interest is limited as it's more of a non-sport set (drawn portrait does not help) plus a 5 is really not investment grade.

The Magic Photos are tougher (should all be listed as 1949 by the way) but also there is low interest and while tough, they are by no means scarce. I do not see them as having a lot of upside. The '51 Topps Teams, Major League or Connie Mack All Stars would be far better choices, I think, if you are looking for offbeat early Topps cards that might appreciate. Those '51 Major League All Stars are really hard to find.
