I think a Leap Year Dance was one in which a young lady could ask a young man to dance.

After Al Capp (cartoonist of L'il Abner) got through with the concept, it was called a Sadie Hawkins Dance. (The main difference being Sadie Hawkins Dances allowed girls to ask boy to escort them to the dance. A Leap Year Dance, as shown on the Dance Card, would only allow them to ask a boy for that one dance.)
