Albert Belle is tough when he signed Joey. I had two instances where it was just he and I at the ballpark. The first time was when he went by Joey... I was at the right of the dugout, he was on the top step inside the dugout about an hour and a half before the game. I said Mr. Belle, could you please sign my baseball card? Looked at me (I was about 12 or so at the time) and just shook his head no. Didn't say anything.

And then right after he announced he wanted to go by Albert instead of Joey, he signed two cards for me with no problem. Didn't say a whole lot, but was very nice and willing to sign multiple cards for me. If you have something signed by Joey Belle, it's worth more.

I have seen where he signs now for like $20-30 a pop in a private signing on SC.net.
