Actually, with eBay, the seller is responsible - not the buyer. Any claim would always be against the seller since as was pointed out, it is the seller's responsibility to get the item to the purchaser. Now, if the seller offers insurance and it is declined, the burden shifts to the buyer.

In my example above where I decided to split it with the seller, it was more of a reputation thing. I've done business in the past with the seller, will in the future - we both decided on an amicable solution and $25.00 wasn't a whole heck of a lot of money.
