They were issued in sheets held together with small tabs (sometimes still seen on some cards) similar to the Rafael Tuck & Sons Artistic Series diecuts of the same year.

The T&S Art Series diecuts were printed in Germany, so the Scrapps may have been too, but there is no proof.

For those that havent seen one, here is a non baseball Scrapps.
