I seem to remember there being an issue if the name, or in my case, the address registered with the credit card is different than the address you have registered with eBay. I use my work address for eBay so I had the same problem. You may have to call the number on the gift card and make sure there's an address registered for the card and that it matches your eBay account. You may be able to go online and do it that way if there's a web address where you can check the balance. It was a few years ago so I'm a little fuzzy on exactly what I did. But I know it was about the address.
