I do believe the find chuck made a couple years ago was genuine but PSA should be able to make the determination on what they grade and what criteria need to be met to grade an added issue or card to the catalogs.

As I understand it they generally don't make up their own minds, insisting that a card already be cataloged somewhere first.
To me that's not an expertise that anyone would be inferior to.
