It's happening in the card stores I visit too. Sometimes kids will come in and buy a few wax packs and open them right there at the store. They'll keep the good cards and then throw the commons into the trash.

With using '59 commons as packaging, the dealer probably intends to give you the commons as a small bonus for your business.
