Yes, they have been collecting quite seriously much longer then we have. It's why you can still find 1920's-30's near pristine sports and non-sport sets from the U.K.. for dirt cheap.

They've been bundling their sets up in rice and wax paper since before the War.

I've no doubt they were trading back and forth across the Atlantic with the few serious North American collectors, back in the day.
