The holes were put there by a collector if they are ring-binder sized holes (here in UK we call these "punch holes" though not sure if same term applies across the pond). Much smaller holes can be evident that the scorecards were professionally bound.

There are reprints (some well regarded such as Robert Opie World Series collection, others less so) although tend to be for programs rather than simply scorecards. I could be wrong but, instinctively, I wouldn't imagine there'd be many reprints of 40s/50s scorecards, other than for important / one-off games, as it's usually possible to pick up the originals for relatively small amounts.
