Yep. At the top, there's a glass encasement-type-lookout that you can see the outside view. It's a neat attraction. Pretty hard to spot cards from up there, though, especially T-size cards.

It's one helluva building. I've been going to the car show up there every other year or so, and even that doesn't utilize all of the space.
