People repeat this like it's a concrete rule and it's not. It's very misleading.
Old paper doesn't always feather. New paper doesn't always
not feather. It depends on the condition of the paper's surface coating, the viscosity of the ink, and if the ink is water based, alcohol based, oil based, etc.
