David I just did a quick check, and most added materials (paint, ink, glue, etc) should be obvious under a black light on Goudeys, T206, Topps and other cards. Even Goudeys and T206s have light fluorescence under a black light, while most added inks, etc will appear as pitch black. This difference will be most apparent in the lighter areas of the card, inlcuding the white borders. On today's card, alterations like this will be even more obvious, as these cards fluoresce very brightly under a blacklight ... So this is a case where the averge collector with a ten dollar blacklight, can identify even much professional restoration.
