1936. 1936 and 1937 are the only years to use an ornate frame around the players image. Only Bears and Eagles were produced in 1936, only Bears in 1937.

Search under "pre-1950 football" and do searches for "football matchbook" or "football matchcover". The '36 and '37 matchbooks are usually had for under $5. I sold a lot of 18 for $30 on eBay a year ago.
