It says nothing about his needing to hold the item. In fact eBay expects shipment pretty quickly after payment is received and payment was received, technically.

He earned a neg, I tried to explain how the hold works and that he might get the money faster when I left a positive. He replied "don't care, I'll ship the card wnen I get paid,not one day sooner"
