I second Abuelos. My parents live next door to Zona Rosa and I try to hit it a couple times a year. I can tell you where all the good card shops are in KC back in the 90's
. They are unfortunately all gone and not much left. I left KC in 92 but I am back visiting all the time with my entire immediate family in KC.
If you want steak, try Jess and Jim's in Martin City, MO. Its a little south of town but it is the best steak place I have ever been to.
