Because most of them had gun
confiscations along with gun bans. There's a difference between a confiscation and a ban. Ok, impose a ban! Big deal? That doesn't eliminate the millions that are already in the hands of individuals. That's my point. Now, if you want to impose a confiscation, that's a different story. It would be a civil war in this country - literally.
