NAFTA doesn't REQUIRE that companies deal with other companies in CA/MX/US....it just conveys duty free status to exporters and importers in some cases where a NAFTA Certificate of Origin is obtained. Reduces the trade barriers between the three countries to facilitate movement of goods and movement of jobs out of the U.S. (another discussion).....
I, too, have had problems with shipping to Canada but continue to do it. While I hate for our national treasures to be moved into the cold north up there, there are many more good apples like Max and Eliot than bad ones.......
