That link to the cert appears to my untrained eye to validate the item as being a PSA graded card from a set that PSA no longer grades, not a decertified card. Am I missing something?

I think you got it correct, Adam. However, in PSA's defense the Fro-Joys, and some of the card stock iterations, make it extremely difficult to tell authenticity. SO much so that the best graders in the hobby might not be 100% sure on some of them. And not that I am one of those people, but I do have quite a bit of experience with this set, and I too am not 100% on their authenticity sometimes. regards
ps..> I should clarify a little bit. I have handled 100-200 of these cards and there have been 2-3 that I have not been 100% on, but it does happen.
