I assume it's tough because of Carter, but not because he had a short window to sign it. Carter died in 2012, 25 years after the card was issued. Carter was tough(er) to get on cards from 1984 on, after his sister (I think it was his sister) passed away from leukemia. When that happened he would only sign cards from 1984 on for a $25 donation. While many collectors had no problem giving him the money to get their set cards done, the Magic Mets card probably wasn't near the top of the list people would spend $25 for. At least compared to say, 87T, 89UD, etc.
