It depends on the age of the glue, there are several threads on the pre war side on soaking cards to remove scrapbook residue and glue. If your talking about a post war card, I have no experience to offer. I have been told the card stock doesn't react well to soaking. I don't think tape residue can be removed without chemicals and have not attempted it.

As you can tell from the previous post, when the day comes that you sell, full disclosure is the only ethical option.
