Apparently there was a year or two in which only 12 cards were made and the other years it was known that 36 came out in each year.

It isn't easy to document is why. The company did not really checklist the sets for the public. Plus, there are minuscule variations from year to year that were not consistent. You really need uncut sheets to see exactly what went where. And, as noted above, some of the salutations hung on for years after the series ended
