The matting itself is pretty easy. The supplies can be bought anywhere. I used Dick Blick a lot for mats, tape, etc. Bought the mat cutter from a local store a little over $100. Definitely got my money out of it.
Putting together the frame itself should really not be that hard either.

I think whether or not the investment in tools is worrh to you depends on how many items you need to frame. The more frames you are going to, the more the cost is justified and the more one should be willing to invest in them.
