It says "RAN JUN 29 1995" which ties right in with what David was saying. If the 1995 date were the only date on the back, then you might have reason to question. Some papers stamped or wrote the date the photo ran, some simply stamped the date it was returned to the files (usually a day or two after it actually ran). As David said, you go with the earliest date, and assume that the later dates are when it was re-used. If you want to go the extra mile, you can even go look up the old newspapers that the photo ran in to see how it actually appeared in print. Many are available in pdf format online, though most require a subscription or pay-per-page for the full-page scans. I think it would be a pretty neat go-with kind of item to have the original paper featuring your photo.

Incidentally, the practice of newspapers and other publications keeping photos like this in their morgue/archives for decades for possible future use is a big part of why they are still around to be enjoyed by collectors today. Newspapers were the original "hoarders" of old photographs
