It sure looks like the same card and the descriptions are almost the same word for word. The only strange thing is how it went from a SGC 80 in 2008 to a SGC 70 in 2011? I think if you send a card into SGC for a review they can downgrade it, but it seems like part of the grade guarantee is that they pay you the difference for overgrading it in the first place. If someone cracked that card and it came back a SGC 70 the second time and they took a $13k hit on it, they can't be too happy!
