Looks live it is indeed Jimmy Carroll of the A&G set. Cyber Boxing Zone has that Jimmy Carroll fighting a J.H. O'Neal on October 31st, lining up perfectly.

Tug Collins I can't find a photo of. His Boxrec lists only 3 fights, against Duffy twice and Havlin. That's awfully high competition for a guy who never did anything else.
