Thanks Adam, saw that image before. Almost looks like Kid Norfolk to me. I based the ID on the following photo, but the more I look at it now, the more I think I might be wrong.
Then I also found this one which makes me even more unsure...
Other similar fighters who fought extensively in the Ohio area during that time include Jamaica Kid and Tut Jackson, but I can't find anything on them who would match this guy either.
