Most pennants with names on them or scroll style pennants were done for the post season. There are plenty of pennants that are like the Brooklyn version you show, but most commemorate an achievement or specific player. The "world champs" pennants were often done after the season then sold the next season as well. On photo pennants not commemorating a championship many of them were done in the pre season and some of the photos were taken at spring training. Others sometime use photos from the previous year.
