The reason Wagner looks nothing like his E91-C is that picture of Wagner is simply a picture of Joe Tinker (actually looks like Tinker as well), that they reused from E91-A and E91-B with the word "Pittsburg" on his chest. Also, the reason the Johnson is wierd is they did the same thing with him, the picture was used for Rube Waddell in E91-A, and pictures Harry Krause in E91-B.

There were only 33 pictures used in all 3 sets, they just changed the name and teams on people as they made set B and set C. As set C has entirely new teams it is the "most generic" of all 3, with set A being the "most realistic", of course this is all relative.
