Scott was nice enough to point out this oddity to me from the ebay pictures (
http://www.net54baseball.com/showthread.php?t=254185). I now have it in hand, and can confirm the tape is on the printing plate and not the card. Card is completely smooth. It's very cool.
Anyone ever seen one of these before or have any wisdom to impart?
