No, he can't file a PayPal case under that PayPal account because it's NOT HIS account. What is so difficult to comprehend about that? It would be like you filing a PayPal case under my account. You wouldn't get very far.
His mom can file a PayPal case, but I really don't think she would win because she paid for an eBay purchase that wasn't hers.
