I think these may be women's hockey boots. It was very common at the turn of the century to purchase hockey boots and blades separately, then assemble the pair yourself, bolting the blades to the underside of the boots. While the image exhibits examples from the 1909-10 Spalding winter catalog that have shorter tops, I have seen boots labeled for women's hockey that were identical in size and style to your pair.
