During the past three months I've made four purchases online from the U.S. Treasury. All of these packages (the contents' value ranged from $200 to $1,200) were sent FedEx, and each time the driver did not leave the package. Our front porch is covered and my guess is the neighbordhood would be regarded as one in which it would be safe to leave a package. Whether the sender (the Treasury) sends thse packages with a signature required, I don't know. But I do know that FedEx was very consistent in how it handled delivery each time: no signature, no delivery.
