I've seen that before. Had several high grade PSA encapsulated cards with that problem...although, i dont think it takes away from the overall look of the card. Some dealer at a card show a few years ago tried to knock off 50% of the SMR price because of that problem. I punched him in the face several times and ran away with his EX, but personally graded NM+, cards from the 70's.
