Don't know if this is the best, but the 1931 New York Yankees, if you include the manager Joe McCarthy, they had 10 HOFs on that team:

Dickey
Gehrig
Lazzeri
Sewell
Ruth
Combs
Ruffing
Gomez
Pennock
Mgr. Joe McCarthy

Pretty impressive. Basically all position players except SS & OF.
