IMO it looks like someone tried to trace over a very faded ruth signature but again just my initial thoughts

It looks like a more modern baseball that was signed then scuffed. Not a fountain pen signature, but a steel tip dip pen. No aging to the leather and the larger scuffs look unintentional patterns to make it look older
