Theoretical question
You have a high end Topps card that PSA graded a number of years ago before they started specifically registering different color backs. Let's theoretically says its a 9 and there are only a small number of them with this color back. Great iconic card. You want to get it swapped into a new holder and re-registered to reflect the fact that it has the favored back. Do you bring it back to PSA and tell them you want it reevaluated and you won't take anything below the original grade? Or do you roll the dice and try to get a 98 or 100 from SGC? Entirely theoretical of course.

I believe you can send it in to PSA just for a reholdering, rather than a review, and ask that the new holder specify the back. Reholder is $7 for declared value under $5k and $35 for declared value over $5k. The only time you'd have to specify a minimum grade is if you're crossing it from another TPG.
My understanding is that PSA will review a card even if it's reholdering it, so there is a slight risk there. However, if it grades lower, they will reimburse you for the difference in value between the two grades, since they made the original grading mistake. However, there's an obvious disincentive for PSA to do this, so I don't think it's much of a risk. They probably only do it in cases where the original grade was a clear error (e.g., there was a wrinkle on a card that ended up in an "8" holder).
