Default 1963 Topps peel offs

Hi - back again, this time with a couple questions on the 1963 insert set.

1) The Beckett card price guide indicates the stickers WITH instructions are rarer than those without; an article on Sports Collectors' Daily web-site says the opposite. Thoughts on which is the rarer variety, or whether either is truly rarer than the other? Thoughts on which version was issued first, and which came later - did they suddenly need to start printing instructions because kids were eating them??
2) The Beckett guide lists Jim Bunning as the most expensive - at $120, $20 more than even Mantle. Is there a scarcity associated with Bunning?
