It sure does.
If PSA is being overly tough grading, that will benefit people like me. If I can get a 5 or a 6 that looks like a 6 or a 7, that's a win win for me.

Absolutely. There are some great 6s and even 5s out there these days at a very steep discount to the higher grades.
