Nope; could have been a pre-production proof/sample given to Beckett, since Dr. Beckett sells a bunch of cards on COMC. This one sold for $6 in 2016.

Uses the same photo as:

1995 Topps Traded & Rookies - [Base] #13T - Rookie of the Year Candidate - Shawn Green

Check with Sabrgeek. He may be able to give more information on that set or who submitted it to COMC.

A comment online ca. 2016, someone mentioned receiving a copy from Jr. Jays magazine. Not sure if they meant inside the magazine or for being a subscriber giveaway. Hopefully will Rich has some info.

New to me honestly.

As they had the Spectralight inserts in the 94-95 Basketball set that year, it would make sense they might have done some proofs in baseball to try proof of concept

Given that it uses his Topps Traded image, I think this is a very late 1995 or early 1996 issue.

Topps had already used the Spectralite "tech" on their 1994 issued 1995 Pre-Production cards as well as the Cyberstats inserts with series 1 in 1995.
