Marvin Miller, who helped pave the way for free agency (and was paid handsomely for it), without first electing Curt Flood who sacrificed his career for that same effort.

If Miller is ever elected, could Scott Boros be far behind?

What did Marvin Miller ever sacrifice for baseball? I would say absolutely nothing. Curt Flood gave up his career. He lost something in his pursuits, which mean his pursuits were not self-serving. If anyone is going to be elected to the HOF for what they did for the players playing the game, it should be Curt Flood.
